Andrew Western MP Visits Partington Health Centre

On September 27 2024, Andrew Western MP for Stretford and Urmston, paid a visit to the Partington Health Centre in Greater Manchester to learn more about the facilities and the vital healthcare services being delivered to the local community.


The health centre, located in Trafford, is one of twelve buildings developed and managed by the Manchester, Salford and Trafford (‘MaST’) Estates Partnership. MaST, a Local Improvement Finance Trust (LIFT) company working to support the development and maintenance of community-based primary health and social care premises in the region.

During his visit, Mr. Western met with healthcare professionals and staff to discuss the role of the centre in promoting community health and wellbeing. He also explored the building’s innovative infrastructure and the benefits it offers to residents in Partington and the surrounding areas.

The LIFT programme has been instrumental in delivering over 350 new primary and community health and social care buildings across England. LIFTCos, like MaST, are public-private partnerships where the government holds a 40% stake through Community Health Partnerships (CHP), ensuring that health and social care facilities are equipped to meet modern standards and local needs. CHP is a key part of the NHS family (wholly owned by the Department of Health and Social Care). CHP is the head tenant at 308 modern, adaptable health facilities located in areas of high health need bringing care closer to patients in their local neighbourhoods.

Partington Health Centre is a 1,800m2 two-storey modern facility which opened in 2005. It is home to two GP surgeries, a Pharmacy, and a Dental clinic. Services provided by Manchester University Foundation NHS Foundation Trust include sexual health, anticoagulant, phlebotomy, and clinics for children. Trafford Local Care Organisation (are based at the health centre providing community health care and adult social care services including home visits and services in the local community. A mobile breast cancer screening service visits the health centre every two years to enable a convenient location for residents.

Partington Health Centre is leased to CHP, which acts as the head tenant, while gbpartnerships (gbp) provides asset management services. gbp, the Management Services Provider for 14 LIFTCos across England, including MaST, has been a key player in the development and management of healthcare facilities through the LIFT programme. To date, gbp has delivered over £350 million worth of healthcare projects and manages assets valued at over £1 billion.

Speaking at the visit, Andrew Western praised the centre’s impact:

“Partington Health Centre is an excellent example of how modern, community-based healthcare facilities can make a real difference in people’s lives. The work done here is a testament to the importance of good quality healthcare infrastructure.”
